6 New Affordable Housing Projects Taking Shape Across Arizona in 2025
by Olga Boyke–Your Trusted Arizona Realtor
Arizona’s housing story continues to evolve, and this time, it’s about accessibility and inclusion. With the state’s rapid population growth and rising home prices, affordable housing has become one of the most pressing issues across both urban and rural areas.
In 2025, developers, local officials, and state leaders are taking real steps to close that gap. From the Valley to Northern Arizona, several new affordable housing communities are opening their doors or making significant progress — offering hope for families, seniors, and workers who want to live close to where they work and raise their families.

These developments show that affordable housing doesn’t have to mean sacrificing comfort or quality. They’re modern, inviting spaces designed for real Arizona families and seniors who want to live closer to jobs, schools, and essential amenities.
Maricopa: Over 500 New Affordable Homes Underway
In Maricopa, two major projects broke ground this year that together will add more than 500 affordable homes to the community. The city has seen a population increase of 26% since 2018, making housing availability more critical than ever.
Ironwood Ranch (Maricopa)
Units: 252 affordable apartments
Opening: Late 2025 to early 2026
Features: Clubhouse, yoga studio, fitness center, pool, community garden, and dog run. The development also includes solar-powered carports that offset up to 60% of electricity use.
Affordability: Available for families earning up to 60% of the area median income (AMI).
The Ranches at Gunsmoke (Maricopa)
Units: 271 single-family build-to-rent homes
Opening: Early 2026
Features: Each home includes a private backyard and lawn maintenance, offering the feel of single-family living.
Rent Range:
2-bedroom: around $1,500/month
3-bedroom: around $1,750/month
4-bedroom: around $1,950/month (including utilities)
The Ranches at Gunsmoke is the nation’s first large-scale affordable build-to-rent community using 4% Low-Income Housing Tax Credits, ensuring affordability for at least 30 years. Both projects are supported by the Arizona Department of Housing (ADOH) and private partners such as Citibank.
These developments represent a meaningful step toward housing stability for teachers, essential workers, and families who contribute to Maricopa’s growth every day.
Camp Verde: Building on Progress Since 2024
In Northern Arizona, Camp Verde began laying the groundwork for affordable housing back in 2024, when Governor Katie Hobbs joined local leaders to break ground on the Sycamore Vista Apartments.
Sycamore Vista Apartments (Camp Verde)
Groundbreaking: October 2024
Units: 160 affordable townhomes, plus 178 market-rate units
Expected Completion: Phase one by late 2025
Features: Park access, Verde River protection, and an on-site Head Start program for children.
Funding: Supported by federal and state low-income housing tax credits ($2 million federal and $1 million state per phase).
Developer: Atlantic Development & Investments, Inc.
The project addresses a critical need in Camp Verde, where the cost of living is 18% higher than the national average. With a growing tourism sector and a workforce struggling to afford local rents, Sycamore Vista aims to give residents the ability to live and work within their own community.
Mayor Dee Jenkins described the project as a key step toward sustainable local growth, saying, “We know we’re going to grow, but we have to do it right and in line with the people who already live here.”
Moving Toward a More Balanced Arizona Housing Market
From the Valley to rural Arizona, these developments highlight a new wave of housing solutions that prioritize long-term affordability without sacrificing quality. Projects like Estrella Springs, Ironwood Ranch, and Sycamore Vista aren’t just about providing homes — they’re about strengthening communities and ensuring that every Arizonan, regardless of income, has the opportunity to thrive.
Affordable housing is not a quick fix, but it’s a necessary foundation for Arizona’s future. As more projects like these take shape, they will continue to reshape what homeownership and stability look like across our state.
